| The massive Earthquake Rehabilitation and Reconstruction Programme launched by the Government of Gujarat after the 2001 earthquake has been a paradigm shift from conventional approach of response both to disaster mitigation and preparedness। Each of the various initiatives like the owners' driven reconstruction, the role and involvement of community, the transparency and equity procedures, various capacity building initiatives, taken up by the Gujarat State Disaster Management Authority during the Programme are of innovations in governance by itself.
